COMPLIANCE

What is it about and how do I go about getting my vehicle complied?

All imported vehicles must meet the requirements of the Australian Design Rules (ADR) before being eligible for registration.

This may involve modifications to the vehicle, replacement of parts key to the safety and emission control aspects of the vehicle, such as brakes, tyres, exhaust and servicing components including filters, catalytic converter, charcoal canister, etc.

The vehicle must be inspected prior to any work or modifications being undertaken and on completion.

Reports are required for each stage of the process and on completion a compliance plate is fitted and a Consumer Information Notice attached to the vehicle.

This process is referred to as ‘Compliance’ and it is carried out by a Registered Automotive Workshop (RAW), approved by the Department of Transport and Regional Services (DoTaRS). GT AUTO Compliance Pty Ltd is a RAW, ID No: 10289

There are special rules (concessions) for vehicles imported under the Specialist and Enthusiast Vehicle Scheme (SEVS) and these are contained in the following legislation:

  • Motor Vehicle Standards Act 1989.
  • Motor Vehicle Standards Regulations 1989
In essence, to confirm compliance for a SEVS vehicle a RAW will inspect the vehicle before, during and after compliance by comparing the vehicle to a ‘Sample Vehicle’ of similar make and model previously inspected and approved by DoTaRS. There are various methods allowed for this comparison and these include confirmation of Japanese origin, by Analysis, Full Evidence, i.e. crash testing in Australia, etc. Fully documented evidence must be held by the RAW, complete with test reports for all engineering work, which confirms the original Sample Vehicle’s compliance.

The administration of the Legislation and Regulations by DoTaRS is very strict. Workshops are inspected prior to approval, by random audit and when each new model is introduced. In addition, each RAW must have an ISO9001:2000 Quality System, certified by an independent certification organization. All this means quality, safety and emissions compliance assured, but at a price.

The whole RAWS process is very expensive to set up and run, making Australian compliance costs significant, but when coupled with Japanese imports, which are usually reasonably priced, an affordable option when considering the purchase of a performance vehicle.
